ACA presents complex choices for people with disabilities

Plans available on the new health insurance marketplaces won’t be able to turn away consumers, or charge them more, because of pre-existing medical conditions. For individuals with chronic illnesses or disabilities, that means they should be able to shop on the same playing field as healthy consumers.

That was a key change in the Affordable Care Act, which barred insurance companies from denying coverage to individuals with pre-existing conditions.
